If you don't come to deal, or come to form any agreement of sort, then the usage of bugs is then allowed.

Sounds like a mess to me.
It should be like this:
Bugs are allowed in duels unless 1 player says he doesnt want a duel with weapon bugs before the duel starts.

but then in the arena, the opponent can basically say: "lets not do weapon bugs" and fuck me over (because then weapon bugs arent allowed)?
